The study aims to demonstrate the weak independence of the local development decision in Algeria by following the path of determining development programs and possible ways to create local wealth in order to develop self-resources and reduce dependency on the central authority.

Creating local wealth is an integrated process that requires economic, legal and political reforms to create the requirements for the effective exercise of the tasks of the elected councils in extracting the needs of citizens and determining the qualifications that the regions have and that cover those needs.
