ect, in addition, poverty influence the scientific and cognitive aspects, thus, that term is taking up a large part of research and studies in order to find a concepts and reasons for interpreted that phenomenon which had relation with development concept, however, these concepts were short-lived, which were spawned the globalization or so-called poverty growth, all this changes have led to extend the concept scope because of an inability to fill the gap of needs and wants and the fight against scarcity, instead, the concept focused on productive capacity and ability of saving mobilization in the form in which create scientific and cognitive achievements and the extent of investment in them to support human resource.

This leads to the conclusion that flexibility of production structure and it consequences on economic field to improve the production with respect for rationality in the exploitation of resources.
