In recent years, the institutional environment has witnessed multiple changes in various fields.

One of the manifestations of these changes is the growing interest in the knowledge-based economy, which has led to profound changes in the function of human resources management, as its interest has shifted from human resources to concern for various skills.

This paper aims to explore the levels of application of the principles of knowledge-based economy in Algeria, and to analyze the practice of the Cevital and Saidal institutions for skills management by focusing on the interview tool, as the study concluded that there is an interest on the part of the public authorities to build a knowledge-based economy.

The study has made great strides in laying the foundations of skills management.
