Abstract EN

In this research paper we will attempt to assess the application of the procedures that aim at improve the public service at the level of the collectivities .the town hall of- setif as a model- and that have been initiated by the Algeria an government in order to reform the public administration and to get closer to the Algerian citizen .this is mainly due to the negative impression he has in mind as will as the confidence crisis the administration corruption and the bureaucracy figures such as bribery and nepotism which over whelmed the relationship administration –citizen and that led to a status of insecurity .

The previously mentioned reasons have pushed the government to implement reforms to brush up its administration performance on the one hand and to satisfy the increasing needs of the citizen on the other hand relying on the major level that is “the local administration And the identification of how much these procedures are put in fact to improve the public service and to know to what extent the citizen is aware of the previous by mentioned procedures.
