يزخر العالم من حولنا بتجارب رائدة لنظم سياسية فاعلة قادت مجتمعاتها للتنمية سياسيا و اقتصاديا و تكنولوجيا بمعدلات غير مسبوقة من خلال توجيه مجتمعاتها للتحول لمجتمع المعرفة.
و على الرغم من تنامي أهمية ودور المعرفة في بناء مجتمعات و اقتصاديات المعرفة عالميا إلا أن الجزائر - رغم ما تحتويه من طاقات بشرية و معرفية و مؤسسات باعتبارها من أهم معالم مجتمع المعرفة - لا تزال تتخبط في العديد من المشاكل -لاسيما غياب رؤى مستقبلية و برامج و اضحة- كانت و راء تراجع و تقليص دور المعرفة في التنمية الاقتصادية و بناء مجتمع المعرفة في الجزائر مما جعلها تتخلف عن الركب و تكتفي بالمقاعد الخلفية على طول العقود الثلاثة الأخيرة.
و من هذا المنطلق تحاول هذه الورقة البحثية الوقوف على واقع مجتمع المعرفة في الجزائر مع محاولة اقتراح نموذج متكامل و خارطة طريق واضحة المعالم تسمح للجزائر بالارتقاء إلى مصاف المجتمعات المعرفية.

Many political regimes have adopted effective experiences and policies that have led their societies to political, economic and technological development at an unprecedented rate by guiding their societies towards transformation into the knowledge society.
Although Algeria has enormous human and scientific potential, in the last three decades it has experienced many problems - lack of planning and ence of future visions.
