The interest of public relations and its communication campaigns has been expanded, it is being used by many states in the world to improve their image among external audiences.

At the same time, public diplomacy is keen to build a good reputation of the state by building an effective communication system to address the people and public opinion of other States.

This similarity in the roles and objectives cited confusion between the two terms.

So, this paper aims to discuss the controversy over public diplomacy and public relations, and if they really represente two sides of the same coin? we reached that there are some differences between them, also some areas of overlap and convergence.
