The aim of the research is to identify the difficulties of down grade of reading skill among fifth grade pupils in relation to the teachers and teachers point of view .

The researchers followed the analytical descriptive method (questionnaire), where they prepared the questionnaire and the number of paragraphs (56) paragraph distributed over (6) areas:Difficulties related to family .Difficulties related to school .Difficulties related to the student .Difficulties related to the teacher .Difficulties related to the methods of education .Difficulties related to the textbook.

The researchers used the three-point scale to answer the questionnaires (large, medium, and weak), and set the direction of each division by category (2/3) to determine the degree of response from the teachers' point of view.

The selected samples have been definitely chosen from the search community where teachers are specified in teaching reading skill for 5th primary stage in Al Muqdadia city and villages around it for the academic year 2018/2019.

The total number of teachers and teachers is 70 teachers..

The research answers the following questions: The main question is: What are the difficulties of low reading level among fifth grade students from the perspective of teachers and teachers? It is divided into the following sub-questions : • What are the difficulties of low level of reading related to the family in the fifth grade students from the point of view of teachers ? • What are the difficulties of low level of reading related to the school in the fifth grade students from the point of view of teachers ? • What are the difficulties of low reading level, which relate to the student in the fifth grade primary school from the point of view of teachers ? • What are the difficulties of low reading level related to the teacher in the fifth grade students from the point of view of teachers ? • What are the difficulties of low level of reading related to the methods of education of students in the fifth grade primary from the point of view of teachers ? • What are the difficulties of low reading level, which relate to the textbook of students in the fifth grade primary from the point of view of teachers ? The researchers distributed the questionnaire on the research sample at the end of the first semester of the academic year (2018/2019).

The researcher used the following statistical methods: 1.

The mathematical mean (T.test).

2.

Standard deviation.

3.

Alpha Kronbachs.

After analyzing and processing the results, the research results in the following : • The family contributes to the level of reading in the fifth grade students, which is confirmed by the responses of teachers and teachers on the paragraphs of this area as (a big reason), which are negative answers.

The research concluded a number of recommendations, including : • The need to follow the family to their children to read in reading at home and provide the material and moral issues they need, and provide the right atmosphere for reading..

The research concluded a number of proposals, including : • Conduct a similar study for this study in other governorates and cities of Iraq.
