The aim of the current research is to identify the perception of institutional justice and self-efficacy among educational counselors in the Holy Karbala Governorate, And identifying the significance of the difference in the perception of institutional justice and self-efficacy of educational counselors according to the heterosexual (male, female), Years of service (1-5 years), (6-10 years) and (11 years and above), As well as identifying the correlation between these two variables.

To achieve the objectives of the research, the researcher adopted the Niehoff & Moorman Scale of Perception of Institutional Justice consisting of (20) items distributed into three components.

The researcher also built a tool for measuring self-efficacy, relying on the social cognitive theory of Bandura (1986).

In light of it, (36) paragraphs were prepared distributed into four components, and after verifying the psychometric properties of the two scales, the researcher applied the two tools to the current research sample consisting of (200) guides and guides, and came out with the following results: 1.The educational counselors in the holy province of Karbala enjoy a high level of awareness of institutional justice and all its components (distributive, procedural and intersectional).

2.Males and females have equal access to institutional justice, Likewise, the more years of service for the educational counselor, the greater his awareness of institutional justice, and this is consistent with the logic that field experience has a role in raising the level of individual awareness.

3.The educational counselors possess a level of self-efficacy, which helps them to face the arduous demands of their profession and the situations that hinder them.

Male and female owning an equal amount of self-efficacy.

The more years of experience of the educational counselor, the greater his self-efficacy.

5.

An increase in the perceived of institutional justice leads to an increase in the self-efficacy of educational counselors.

In light of the results of the research, the researcher made a number of recommendations, and in order to complete his findings, the researcher put forward a number of proposals.
