الملخص الإنجليزي

This study theoretically argues and empirically evaluates how a firm’s five governance domains impact the level of IT governance maturity and how a firm’s five proposed governance mechanisms impact the overall effectiveness of IT governance.

Using data from 20 Emirati organizations within financial services, telecommunications, manufacturing, and public service, this study found robust empirical evidence that the maturity of the following governance domains greatly enhances the level of IT Governance Maturity : Business / IT Alignment ; Monitoring of IT Resources, Risks and Management ; Monitoring of IT Performance Measurement ; Evaluation of Value Delivery ; and IT Governance Development.

Moreover, this study found robust empirical evidence that the existence of the following governance mechanisms greatly enhances the overall effectiveness of IT Governance : Corporate Communication Systems ; Ethics / Culture of Compliance in IT ; IT Steering Committee; and IT Strategy Committee.

Involvement of Senior Management in IT proved to make a marginal impact on the overall effectiveness of IT governance. The study contributes to the IT governance literature in developing a conceptual IT Governance Framework by linking internal governance maturity and mechanisms with the overall effectiveness of IT governance, and by disclosing a largely neglected influence of Business / IT alignment on IT governance maturity.

Major finding is that organizations with more mature governance domains and more effective governance mechanisms likely obtain a higher degree of overall effectiveness of IT governance.

The findings contribute to the IT governance literature on the importance of IT governance domains and mechanisms in establishing mature and effective IT governance.
