الملخص العربي

أهمية الدراسة: تعتبر صناعة الإنشاءات إحدى الركائز الرئيسية التي يعتمد عليها الاقتصاد الفلسطيني وأكثر الأدوات فعالية لدى المجتمعات في النمو والتطور.

هدف الدراسة: تهدف هذه الدراسة إلى تحديد التحديات الداخلية والخارجية الرئيسية التي تكابدها شركات البناء صغيرة الحجم.

بالإضافة إلى ذلك استعراض موجز لتعريف وخصائص شركات البناء الصغيرة ومراحل البقاء والنمو، ومصادر التمويل وأهميتها الاقتصادية.

وختاما تسليط الضوء على مجموعة من التوصيات التي قد تساعد في تحسين وضع شركات المقاولات الصغيرة.

أدوات الدراسة وقد أجريت هذه الدراسة بشكل رئيسي من خلال توزيع استبانات لاستطلاع رأي أصحاب شركات المقاولات الصغيرة في قطاع غزة.

نتائج الدراسة: خلصت الدراسة إلى ملخص لأهم التحديات التي تواجهها شركات البناء الصغيرة والناشئة و هي: تكلفة إنشاء الشركة تذبذب أسعار العملات الأجنبية، الحصول على تمويل خلال تنفيذ الأعمال، الانقطاع المستمر لمواد التشييد، ارتفاع و تذبذب أسعار المواد، سياسات الترشيح و التعيين لفريق العمل سياسات الحفاظ على الاستقرار الوظيفي للموظفين، عدم وضوح الرؤية و صعوبة وضع خطة استراتيجية بعيدة الحاجة إلى نظام و مهارات تسويق دائمة، تدخل المالك في تفاصيل تنفيذ الأعمال، تعقيدات التعامل مع الموردين، الوضع الاقتصادي العام الطبيعة التنافسية لمجال الإنشاءات و المقاولات و أخيرا الفساد في بعض المؤسسات الحكومية والخاصة.

توصيات الدراسة: وأخيرا قدم البحث مجموعة من التوصيات لصانعي القرار تركز على تخفيف العبء المالي والحماية من المنافسة غير المتكافئة للشركات الصغيرة، بالإضافة إلى مجموعة من الإجراءات التحفيزية لتحسين فرص الشركات الصغيرة في البقاء والنمو.

Study Importance: Construction industry is one of the main pillars that the Palestinian economy lean on and the most active tool for societies to grow and develop.

Study Aim: The aim of the study is to identify the main internal and external challenges that small-sized construction firms are wrestling in the Gaza Strip.

In addition to that, to review briefly small-sized construction firms definition, characteristics, stages of survival and growth, source of funding and importance to economy.

And finally to highlight a set of recommendations that may help in improving small-sized construction firms situation.

Methods: The study was mainly carried out by the distributing questionnaires to the small-sized construction firms representatives in the Gaza Strip.

Study Results: The research concluded a summary of the most affecting small-sized construction firms challenges that are: start-up cost, foreign currency fluctuation, access to finance during the execution of work, continuous abruption of construction material, high and unstable prices of construction material, nomination and recruitment policies for the team, policies to maintain staff stability, the lack of clarity of vision and the difficulty of developing a strategic plan far away, the need for a permanent marketing system and skills, the involvement of the owner in the details of the execution of the work, the complexities of dealing with suppliers, the general economic situation, the competitive nature of construction and contracting and finally the corruption in some governmental and private institutions.

Study Recommendations: The research finally reviled a list of recommendations for decision makers that focused on mitigation of financial loads and protection against unequal competition for small contractors.

In addition to a group motivational measures to improve the opportunities of the small contractors to survive and grow.
