Abstract EN

JEL: L86, M15The study aimed to identify the reality of e-governance in the service institutions in Algeria and determine the effects of their use, also aimed to analyze the actual reality of the extent of the use of information and communication technology in the organization of Algeria by conducting a field study at the University of Mohamed Khider Biskra Bbiskrh, and disclosure of the most important obstacles and problems facing the Jump to the application of e-governance.

Been using descriptive analytical method for the study of data from occurring and distributed a questionnaire designed to Modfa administration at the University of Mohamed Khider Biskra.

The results showed that there are efforts being made by the officials in order to attract the information and communication technology and exploitation, but it remains below the level, and the results show provides the physical side or the technical to the technology and the lack of qualified human resources, also resulted in information and communication technology to raise human performance through speed and accuracy in performance and reduce costs and eliminate the pressures of work and the achievement of greater transparency within the organization.
