The study aims to highlight the role of human resources management in developing administrative planning in sports institutions as one of the most important topics that have captured the attention of specialists in the field of management, given the importance of the human element in achieving its goals by relying on planning its workflow and ensuring its implementation we chose the descriptive and analytical approach best suited to the study community, which consists of 40 employees in the directorate of youth and sports in the Wilaya of Bordj Bou Arreridj.

as for the sample, the method of comprehensive enumeration was chosen, and we used the questionnaire form as a tool with which we concluded that: human resources management in sports institutions seeks to identify the elements and material and human capabilities required to achieve its goals.

by drawing its policies according to the point of view of those in charge of planning administrative programs for a specific time.
