The aim of the research is to identify the most important disadvantages of the criteria for choosing educational leaders in pre-university education and how to face them, and the research used the descriptive approach, and the analytical presentation of the criteria for choosing educational leaders in pre-university education, and the research reached a set of negatives, the most important of which are: the predominance of the bureaucratic component and the ence of the democratic dimension, and the lack of participation in Discussing educational policy and decision-making, and this is represented in the educational leaders responsible for choosing educational leaders, where the largest sector of these educational leaders is by virtue of their position, and then most of the educational leaders were commissioned by any selection and not by a leadership committee even if the selection was made according to the leadership's level's desire The highest, and the weakness or lack of participation of popular organizations at the national level, or even at the local level in taking educational decisions related to the selection of educational leaders, which means that the central educational authority is accounted for in most cases by identifying persons who assume leadership positions in pre-university education without taking into account the objectives Societal educational policy, as it does not provide an opportunity for councils and body National technical advisory bodies to participate, or provide their technical and scientific advice by selecting educational leaders
