إن نجاح النظام التربوي الجزائري في شقه المتعلق بتعليم اللغة العربية لا يمكن أن يتحقق إلا بإجادة عملية الهندسة اللغوية التي تقتضي التوفيق في ترجمة مبادئ السياسة التربوية في الوثائق المؤسسة لها ثم القدرة على تجسيد ما تضمنته هذه الوثائق في المناهج التي يجب أن تتبلور أهدافها في الكتاب المدرسي من خلال إيجادة إعداد الأنشطة المحققة لها و على رأسها نشاط القراءة.
