International humanitarianlaw has regulated the phases of international conflicts by makingthem more humane, and by avoiding the grave consequences of armedconflicts to non-combatants, especiallycivilians.

However, the devastatinghumaneffects of conflictswere not mainlylimited to international conflicts, but alsoclearlyextended to non-international conflicts, whichmakeit as a necessary issue to savecivilians life through a humanitarianconventions ,and by ensuringcivilianssafety, including men, women, children and evenelderlies, who suit the conditions that mention it in the four Geneva Convention of 1949.
