Abstract EN

The efficiency of human power distribution in the educational system for the primary and secondary schools in Karbala governorate for the educational year (2018-2019(The study found that there is a disparity in the distribution of the teachers and the teaching staff in primary and secondary schools in Karbala governorate.

Through the application of the approved local standards, a deficit emerge in the number of the teaching staff in primary schools with the governorate by (-1506) male and female teachers at the governorate level.

The study has reached that there is a shortage in the number of the educational staff within male schools in primary level by (-236) a male and a female teacher, while the shortage in the number of the educational staff in girl's schools in primary education reached (-451) female teachers at the governorate level, as for secondary education There appeared a surplus in the number of the teaching staff in secondary education by (+708) a male and a female teacher at the governorate level, and a shortage in the number of the teaching staff amounted to (-77) a male and a female teacher in boy's schools, while a surplus appeared in the number of the teaching staff in girl's schools at the rate of (183) female teachers.

The study found that after applying the approved local standards, the average of a (school pupil and a student school) came higher than the approved local standard for primary education and less than the local standard approved in secondary education.
