Abstract EN

This study aims at identifying the employees’ trends at Greater Amman Municipality towards the spread of Clientelism Relations with regards to job appointments and promotions at governmental institutions.

It also aims at identifying the variations in the answers of the sample members in accordance with their social, economic, educational and job characteristics.

In order for this study to achieve its objectives, the descriptive approach was utilized.

The sample of the study was taken in the manner available.

It amounted to (447) employees.

The Statistical Package for Social Sciences (SPSS) was used to analyze the data of the questionnaire.

The study concluded a number of findings, such as; the Tribe constitutes a social capital, utilizing the tribal influence enables individuals to be appointed in high official and leading positions at governmental institutions.

The findings also show that appointments require nepotism by influential figures.

The arithmetic means for the appointments category have appeared to be (361) which is considered medium.

On the other hand, the promotions theme showed that accessing an advanced position at governmental institutions is related to the type of relationship with the decision maker.

The mean of the promotions category was (3.36) which is also medium.

On the other hand, the results of analysing the variations has shown apparent discrepancies in the trends of employees towards the clientelism related to appointments at governmental institutions.

These discrepancies are attributed to the variation of years of experience, the discrepancies ranged from those with less than five years’ experience and those with more than ten years of experience, and ended in the favor of the latter’s
