In this research paper, we will address the topic of external communication and its effect as a communication system on the local administration.

We are providing a view on how public service employees deal with citizens, and how citizens react to it.

Considering that most of the provided public services have not come up to the expectations and aspirations of the citizens, methods and ways of communication with citizens should be reviewed and evaluated.

We will show here the importance of external communication and reliance on effective communication methods that respond to contemporary management in improving the provided public services.

We have found that the implication and the involving of the citizens in the local management could initiate new ideas and proposals that would improve the public service efficiency and embellish its image
