The manufacture of specialized dictionaries is one of the most important goals that language academies seek to achieve, due to its role in the preservation and revival of the language on the one hand, and due to its importance in the unification of the term and control of knowledge and science on the other hand.

On the other hand, and the Supreme Council of the Arabic Language in Algeria has in this regard efforts It is not hidden from the research and decisions presented, and accomplished dictionaries specializing in various arts.

This article reviews the methodology of the Supreme Council of the Arabic language in the manufacture of specialized dictionaries, and identifies its position on the use of borrowing in the creation of the term, and its approach in terms of borrowing, with a descriptive statistical approach, which was taken as a blog of the IT functional guide published by the Council and presented its foundations in dictionaries.

Followed to the Supreme Council, and one of the most striking results obtained by the research is that it is possible to benefit from certain phonetic characteristics of the Arabic language by unifying the word of the borrowed term, and that the semantic formula makes the term short semantics.
