التمهيدفي عصر العولمة و التطور الاجتماعي و التكنولوجي و الاقتصادي فان مكاتب التدريب في قطاعات الدولة الليبية تواجه عدة تحديات لتطوير دورها الرئيسي القائم على توفير التدريبات الصحيحة و اللازمة بخصوص توفير الخدمات و المنتجات المطلوبة مع الاخذ بعين الاعتبار تأثرها بالمتغيرات البيئية و الاجتماعية و الاقتصادية بناء على الاحتياجات الحالية و المستقبلية لتلك السلع و الخدمات المطلوبة و ما يتعلق بها من معلومات و ارشادات تفيد المستخدمين و تكون بمستوى الكفاءة و الجدارة المطلوبة بغية تطوير عوائد الاقتصاد الليبي من الناحية الانتاجية و الخدمية مع تقليص العجز و تخفيض التكاليف المتراكمة على عاتق الدولة و يعتبر التطور التكنولوجي و تضمينه لسياسة مكاتب التدريب بقطاع الخدمات و الانتاج الليبي يعتبر المحرك الرئيسي في هذا الصدد لان تطوير الموارد البشرية يعتبر المطلب الرئيسي في مفاصل الدولة و بالمقابل يجب الاستثمار في الانسان قبل الجدران لأن مهاراته الوظيفية تعتبر هامة و ضرورية لضمان تطوير باقي موارد الدولة لاسيما العمليات الانتاجية و الخدمية و ستؤدي حتما لخلق توازن بين العرض و الطلب في هذا الصدد حاليا و مستقبلا.

Abstract EN
1- In an era of social, technological and economic changes, training departments at Libyan Departments / Ministries are facing several challenges to further develop or improve their key role as provider of high-quality products and service having in mind the economic, social and environmental phenomena.
These might include an essential need to meet both current and future demands of the users or end users of statistics and to develop production processes that increase efficiency of work so all customers can find the righteous products and services according to their needs and expectations and this will not only reduce and unnecessary expenses and costs in this respect, but it will also create the right balance between demand and supply in the Libyan market.
New technologies and new organizational arrangements are fundamental in this regard and is developing an integrated approach to update services production processes and statistical outputs that would lead to real human resource management training improvement.
In this context, human resources management and training are the most important asset of departments in Libyan retails sector because investing in people comes as a high priority before looking at other resources improvement.
Appropriate and skilled human resources management and training is essential to ensure the production of high quality statistics and to implement more efficient and effective production processes based on new technologies.
As a result, proactive human resources management and training are essential to achieve the above mentioned changes / challenges and to allow Libyan Organisations to meet them challenges today and in future.
