Our study sheds light on the experience of decentralization in Jordan in August 2017 after the governorate council elections, according to the Decentralization Law No.
(49) 2015, as part of the political, legal and administrative reform in the Jordanian political system since 2011, which would help together in establishing a real state of citizenship, the rule of law, equal opportunities, good participation in decision-making, enhancing the citizen's trust in governments and institutions, so that this may create governorate councils that can define development and service priorities.
Decentralization is a political reform process, and one of the most important reform measures in governance.
It aims at considering the kingdom's governorates as development units, which reduces the burden on the central government that used to play the role of financing, as a provider of services, especially in light of the inability of successive governments to achieve development, so as to help in managing local affairs in a manner that better achieves justice and equality in the distribution of resources.
The study used both the descriptive approach in tracking and monitoring the experience of decentralization for the year 2017, and the historical approach in presenting and analyzing the development of decentralization since 1989 as the process of democratization in Jordan started.
The study showed that the application of decentralization in Jordan was not easy especially from the political point of view, as the political reform was not known as one of the priorities and concerns of successive Jordanian governments, and that reform is still managed through traditional methods without having the real political will for effective societal participatory decision-making.
