Abstract EN

Given the important role played by the Kuwaiti government in controlling the interests of the State and shaping its public policy, this research deals with the formation of the governments and the restrictions contained in the Kuwaiti constitutional system.

The researcher reviewed through this research the competence of the Head of State in appointing the Prime Minister and the mechanism of appointing ministers in the government.

The researcher then discussed the procedural and temporal restrictions contained in the constitutional provisions and the explanatory memoranda related to the subject, and presented the views of jurisprudence in this regard.

Finally, the research included conclusion of results and recommendations.
