The intensity of the competition and the challenges and requirements of modern times faced by organizations to seek to possess a high and distinguished kind of talented human resources with high capabilities and skills as capable of leadership, creativity, excellence and leadership of the Organization for success and requires dealing with it Especially as an important resource, but one of the most important resources in organizations of various disciplines and do everything necessary for the retention of talented individuals talented to achieve the competitive advantage of the organizations because they are rare and difficult to imitate and impossible to solve Or replace with the properties that are not owned by other individualsThe human resources in business organizations have diverse talents in their origins and different in kind and intensity of focus, talent is a human characteristic and component of the personality of individuals, one of the secrets of their success and the development of their administrative path and the basis of representation of their information and interactive roles and decision-making and is combined with the capacity Vtcbha state of renewal and vitality in the perception and intelligence and creativity.

The problem of the research: By informing the researcher and her field visits to the national centers for the care of sports talent in Baghdad and the provinces and conducting interviews of some specialists and those concerned at these centers it was noted weakness in some administrative matters and the lack of sufficient administrative cadres to manage the centers Add to that the lack of data and updated on a continuous basis This study came to find out the reality of administrative talent and its relation to outstanding management performance and evaluation from the point of view of the managers of the National Center for the care of sports talent.

Either the goal of the research: -1- Identifying the level of administrative talent and the outstanding performance of individuals in the research sample2-.

To identify the level of the relationship between the managerial talent and the performance of the distinguished individuals of the research sample.

But the imposition of research: 1.

There is a statistically significant relationship between the managerial talent and the outstanding performance of the individuals in the research sample.

Human domain: Administrators working at the National Center for Sports TalentThe Azerbaijani domain: The period from 12/2/2019 until 15/4/2019Sphere: Sites of national centers for specialized sports talent in Iraq.

As for the second section, the researcher used the descriptive approach in the method of correlative relations to suit the nature of the problem.

The research society consists of supervisors of sport activities in sports centers.

The total sample number (116) supervisors for Baghdad and the provinces and governorates for 2018/2019, (99.3) and (85.34% ).

The main sample of the experiment was (99) individuals, The survey sample was 10 (8.62% ), 7 supervisors were excluded because the answers were not completed, and the exploratory experiment and the statistical pouch were selected for data processing.

The fourth part: Conclusions and recommendations: - This section contains a set of conclusions reached by the researcher and most important: 1- There is a difference in the level of administrative talent and the performance of individuals in the research sample2- There is a direct correlation between the managerial talent and the outstanding performance of the individuals in the research sample.

The most important recommendations were: 1.

work by the standards used by the researcher for the purpose of quality performance with the administrators and supervisors of specialized centers.
