La zone industrielle El Tarf, représente un exemple concret du risque industriel remarquable, du point de vue de son implantation au bord d'un tissu urbain, le rendant dangereux pour les populations avoisinantes.

Pour réduire la probabilité d'une catastrophe dans cette zone, il est indispensable de mettre toute une stratégie de gestion et d'aménagement à court terme.

Cependant, le problème de l'extension urbaine, notamment celle d'El Khroub, reste posé.

Un périmètre de sécurité d'au moins 2 Km doit être établi autour de la zone, où toute construction à usage d'habitation doit être proscrite, pour limiter l'exposition au risque des populations avoisinantes.
