Abstract EN

The aim of the study is to determine what the knowledge economy is and what is the general framework through which the state can rely on in the process of transformation towards the knowledge economy, which requires underdeveloped States including the Emirates to join the information revolution by relying on the knowledge economy to shift towards a knowledge-based economy and an information society.

The study concluded that Emirates had outlined the knowledge economy it aspired to achieve in its strategic plan "Vision 2021, " in which it emphasized the importance of further improving human capital and investing in qualitative education, as well as further developing its business environment by improving the regulatory environment, encouraging entrepreneurship, and promoting the innovation environment by focusing on supporting scientific research institutions as well as further developing communication and technology infrastructure.
