Like other countries, Algeria seeks to attach great importance to the health service by seeking to establish hospitals that are the first provider of health service.

It has worked to improve their performance and raise the quality of their services by investing in the human ressources, because of its importance on the one side and on the material side on the other side.

This study aims to look at the health service from two different sides, but they are essential: the quality or constraint and the cost angle - Its contraints - and its control.
