Abstract AR
يهدف هذا البحث إلى التعرف على نشأة و تطور الحكومة الإلكترونية في مصر وذلك بالاعتماد على المنهج التحليلى الوصفي عن طريق استخدام المراجع النظرية للانتاج الفكرى في موضوع الحكومة الإلكترونية و المؤشرات العالمية حول مدى جاهزية الحكومة الإلكترونية.
وتوصلت الدراسة إلى مجموعة من النتائج من أبرزها: هناك ضعف في البنية التحتية للحكومة الإلكترونية و نقص في الموارد البشرية و المالية أو سوء استعمالها و عدم تطابقها مع الحاجات.

Abstract EN
This research aims to identify the emergence and development of e-government in Egypt, by relying on the descriptive analytical approach through the use of theoretical references to intellectual production on the subject of e-government and global indicators on the readiness of e-government.
The study reached a set of results, the most important of which are: There is a weakness in the e-government infrastructure and a lack of human and financial resources or their misuse and their mismatch with the needs.
