Abstract EN

The study aims to propose a university governance model for higher education institutions, within the current transitional phase to be compatible with the new Saudi university system.

This is to be applied by identifying the most prominent features of university governance systems in the Kingdom of Saudi Arabia and the United Kingdom, and revealing the degree of significance of applying the following elements of governance: (Accountability, Sustainability reputation, inclusion and diversity, effectiveness, participation).To achieve the objectives of the study, the researcher used the documentary descriptive method and the comparative method, using the questionnaire as a tool for the study .

The questionnaire tool was applied on deans of colleges and deans at King Saud University in Riyadh and deans of colleges and heads of departments at the University of Reading in the United Kingdom .The study reached several results, the most important of which are: All of the following elements of governance: (Accountability, Sustainability, Reputation, Inclusion and Diversity, Effectiveness, Participation) has a degree of (very important) in both universities, King Saud University and University of Reading.Then a proposed model has been built by Arabizing and adapting the developed British university governance model called (CUC Code of Governance 2020) to suit the Saudi universities.

It consists of seven elements (accountability, transparency, sustainability, reputation, inclusion and diversity, effectiveness, and participation).
