The prevention of discrimination and hate speech in the local environment the city has become increasingly challenging.

That is why, the state is obliged to create a deliberate strategy that ensures prevention and criminalization of racial discrimination and hate speech within the local community, and to ensure brotherhood and cohesion among all the citizens; All these procedures are intended to implement a strong participatory democracy approach and a rehabilitation national policy, aiming to invest in human resources with the qualifications of the local environment, creating a more disciplined lifestyle, spreading the culture of tolerance, and valuing the main principles stipulated by the constitution.
