Abstract EN

This study aims to identify the most important theoretical and applied approaches which evaluate human resources performance, in addition to, measuring their effectiveness through representing the most important thoughts which are involves to the subject.

And then presenting the quantitative and qualitative tools and indicators used in the measurement of human capital.

This study included three countries: Algeria, Tunisia and Singapore for the period 2017 - 2020.

Four indicators where measured in applied study: illiteracy indicator, Schooling rates indicator, Education Index Indicator, Education Expenditure Structure Indicator.

It was resulted that the performance and effectiveness of human resource is first, linked to coordination between the previous indicators, an second, on the educational enabling environment, as the knowledge society depends mainly on skills, values and educational enabling environments.
