هدفت الدراسة إلى تحليل و تفسير علاقة الانفاق الحكومي في مجالات البحث و التطوير و نمو مستوى الإبتكار بقطاع المؤسسات الصغيرة و المتوسطة في الجزائر خلال الفترة 2003-2019، وذلك بإستخدام نموذج للتحليل الديناميكي VAR.
أثبتت النتائج بأن النفقات الحكومية في قطاع البحث و التطوير لا تساهم في تطوير الابتكار بالمؤسسات الصغيرة و المتوسطة في الجزائر، و هو العامل الذي أدى إلى زيادة حجم الاعباء و التكاليف لتلك المؤسسات في تكوين مواردها البشرية لتطوير الابتكار بمنتجاتها لتعزيز تنافسيتها.
كما خلصت النتائج أيضا، إلى أن ضعف الابتكار بتلك المؤسسات ساهم بشكل كبير في زيادة أعداد المؤسسات المعادة لنشاطها بفعل ضعف تنافسيتها
Abstract EN
This study aimed to analyze and explain the relationship of government spending in the areas of research and development and the growth of the level of innovation in the sector SMEs enterprises in Algeria, during 2003-2019, Using VAR model.
The results of the study have proven that government expenditures in the research and development sector do not contribute to developing innovation of SMEs enterprises in Algeria, which is the factor that has led to an increase in the volume of the burdens and costs for those enterprises in creating their own human resources to develop innovation in their products to enhance their competitiveness.
The results also concluded that the weak innovation in these enterprises contributed greatly to the increase in the number of enterprises re-active due to their weak competitiveness.
