This article aims to analyze the institutional conditions under which the expertise of American think tanks on terrorism in the Middle East is produced.
The analysis presented here is based on the assumption that the construction of terrorism as a political problem within a think tank is conditioned by institutional constraints imposed by the think tank itself as well as by the interconnections it maintains with the political and military fields.
Based on the analysis of argumentative strategies employed by the Rand Corporation, we will show that expert discourses on terrorism are not necessarily objective or scientific, and can even be completely anti-knowledge.
Therefore, TT experts have a function other than producing an objective understanding of terrorism.
They seek to generate consensus, which must take the form of reasoned discourse, necessary for the production of the paradigm that legitimizes the policies pursued by the United States in the Middle East.

Cet article a pour objet d'analyser les conditions institutionnelles dans lesquelles l'expertise des think tanks américains sur le terrorisme au Moyen-Orient est produite.
L'analyse que nous proposons ici est basée sur l'hypothèse selon laquelle la construction du terrorisme comme problème politique au sein d'un TT est conditionnée par des contraintes institutionnelles qu'impose le TT lui-même ainsi que par les interconnexions que celui-ci entretienne avec les champs politique et militaire.
A partir de l'analyse approfondie des stratégies argumentatives employées par la Rand Corporation, nous montrerons que les discours experts en matière de terrorisme ne sont pas forcément objectives ni scientifiques, voire totalement anti-savoir.
Ainsi, les experts de TT ont une autre fonction que de produire une compréhension objective du terrorisme.
Ils cherchent plutôt à produire du consensus qui doit prendre la forme d'une discursivité argumentée, nécessaire à la production du paradigme légitimant les politiques menées par les Etats-Unis au Moyen-Orient.
