The university plays a major role in educating high-level human resources in various specializations, but it is not at the level of aspirations, as it knows many shortcomings despite the reform processes that it witnessed during the last decade.

therefore, this paper studies the activation of the development role of the Algerian university to advance the Algerian economy outside the oil and gas sector, through achieving compatibility between the outcomes of higher education and the needs of the labor market.
