أهتم برنامج الأمم المتحدة الإنمائي (UNDP) و منذ بداية التسعينيات من القرن العشرين بتطوير عدد من المؤشرات لتقييم مدى التقدم في مجال التنمية البشرية على المستويات المكانية المختلفة.
و يعد دليل التنمية البشرية من أهم تلك المؤشرات و أشهرها و قد تم تطبيقه على نطاق واسع على المستويين الوطني و الإقليمي.
و تهدف مؤشرات التنمية البشرية بشكل عام إلى قياس حجم الانجازات في أبعاد معينة للتنمية البشرية.
و قد قامت مصر منذ عام 1994 – شأنها في ذلك شأن العديد من دول العالم – بإصدار تقارير للتنمية البشرية و بشكل دوري و منتظم.
و قد قامت تلك التقارير برصد و تحليل الملامح الرئيسية للتنمية البشرية على المستوى الوطني و مستوى المحافظات، مستخدمة في ذلك المؤشرات المختلفة و من بينها دليل التنمية البشرية. و يهدف هذا البحث إلى تقييم تطبيق دليل التنمية البشرية على المستوى المحلي، و ذلك من خلال قياس دليل التنمية البشرية بالوحدات المحلية المختلفة بمحافظة دمياط و إنتاج خرائط توضح الاختلافات المكانية في دليل التنمية البشرية على المستوى المحلي.
كما تهدف الدراسة إلى تقييم مدى تأثير الأوزان المخصصة للمؤشرات الأساسية – التي يتم على أساسها حساب دليل التنمية البشرية – في تحديد قيمة الدليل. و اعتمادا على البيانات المتعلقة بأبعاد التنمية البشرية الثلاثة، تم حساب المؤشرات الأساسية (مؤشر توقع الحياة، مؤشر التعليم، مؤشر الناتج المحلي الإجمالي) و التي تم استخدامها في حساب دليل التنمية البشرية للوحدات المحلية المختلفة بمنطقة الدراسة.
و قد أظهرت النتائج تشابه معظم الوحدات المحلية بمنطقة الدراسة في قيمة دليل التنمية البشرية، و هو ما يقلل من إمكانية المقارنة بين تلك الوحدات فيما يختص بمدى التقدم في مجال التنمية البشرية، إلا أن توزيع دليل التنمية البشرية على خرائط ساهم في توضيح الاختلافات في قيم دليل التنمية البشرية بين الوحدات المحلية المختلفة و هو ما قد يساعد بالتالي على تحقيق مستوى مقبول من إمكانية المقارنة بين تلك الوحدات المحلية.
بالإضافة إلى ذلك فقد قدم البحث اقتراح بدليل معدل للتنمية البشرية يتم حسابه اعتمادا على تخصيص أوزان للمؤشرات الأساسية الثلاثة تختلف عن تلك الأوزان المستخدمة في دليل التنمية البشرية، و قد روعي في وضع تلك الأوزان المقترحة مدى توافقها مع الإسهام الحقيقي لكل مؤشر من تلك المؤشرات – و التي تمثل الأبعاد المختلفة للتنمية البشرية – و دوره في تحقيق التنمية البشرية بمنطقة الدراسة.
Abstract EN
Since the early 1990s, UNDP developed a number of human development indices to measure achievements in certain dimensions of human development at various spatial levels, of which Human Development Index (HDI) is the most common and widely adopted at national and regional levels.
Egypt, meanwhile, issued, since 1994, a number of regular human development reports, which monitored and analyzed the main features of human development using HDI and its primary indices at national and governorate levels.
This paper aims at assessing the application of Human Development Index (HDI) at local level through measuring and mapping HDI in various localities of Damietta Governorate, Egypt.
Furthermore, the paper intends to examine the potential impacts of different weighting schemes given to primary indices of the composite HDI on the index itself.
The composite HDI and its primary component indices were calculated based on the data on various dimensions of HDI for various localities of the study area.
The results revealed that various localities of the study area have relatively similar HDI, which reduces the potential comparability of the index.
Nevertheless, mapping HDI highlighted the differences between various localities, which can assist in maintaining a reasonable level of compatibility.
Furthermore, the paper suggested a Modified Human Development Index (MHDI) with different weighting schemes for the primary indices of HDI to cope with the reality of data relevant to various dimensions of human development in study area and to reflect the actual contribution of each of these dimensions to HDI.
