English Abstract

Among the goals of any government is to provide adequate and affordable housing to its citizens.

In Morocco, many factors such as lack of liquidity, an inflexible mortgage instrument, the maturity mismatch between banks’ assets and liabilities, and high interest rates make this goal difficult to achieve.

Not to be outdone, however, the Moroccan financial authorities have decided to create a Mortgage-Backed Securities (MBS) market to attract private capital to the housing finance market and, therefore, improve its liquidity and make more funds available to potential homeowners.

This paper is a guide in which the author analyzes the American and European mortgage market experiences, the Moroccan housing finance sector and the legislation that was proposed for the implementation of the MBS market, and points out problem areas that may prevent a successful implementation of such a market.

Then, the author develops several solutions to mitigate the subject problems and ultimately ensure a successful implementation of the MBS market in Morocco.
