English Abstract

As the rest of Gaza Strip, Rafah City infrastructure facilities are suffering from being old.

Among these facilities are the asphalt pavements, which were mainly constructed between 1998 and 2005.

Since construction, Rafah City network was subject to lots of distresses.

Rafah network consists of 57 asphalt branches, which can be divided into 132 sections depending on the condition of each branch.

In order to keep the satisfactory pavements at their satisfactory condition, and to avoid more distresses in other streets, maintenance will be needed for these pavements.

Pavement Condition Index (PCI) will be used to know what type of maintenance to be used to produce a good pavement management system by using computer software as Excel, Micro PAVER, and Arc GIS.

After calculating the PCI and identify the needed maintenance technique, one could easily calculate the cost of maintenance for each branch in the network.

If maintenance of all branches started by next year, the costs would amount to $3,732,434.

Meanwhile, if maintenance delayed five years, the costs would be $6,607,232 and an amount of $11,827,017 for ten years if nothing were done to the current state of the pavements assuming that no new pavements are constructed in the next ten years.

In conclusion, we need to maintain the entire Rafah City network to avoid more costs in the future.

Due to the lack of funding, a priority index, for the whole network will be presented to help the decision-makers to take the right decision and make optimum use of allowable funds.
