This study aims to find out the reality of the quality of services provided to people with special needs at Princess Nora bint Abdulrahman University and King Saud University, and the degree of satisfaction of the beneficiaries and staff to provide these services.

Questionnaire prepared by the researchers Has been applied to the study sample consisting of employees and the total number of women (165) as a percentage of (68.5 %) from the University of, Nora bint Abdulrahman University and (31.5 %) of the employees of King Saud University.

The study concludes the following results : 1-the employees in general is unsure of the application of the technical side of the service recipient with special needs.

2-the employees approvals to implement the human side when providing service to taking advantage of with special needs.

3-There are existence of impediments to the delivery of services to beneficiaries of with special needs, and of the most prominent need for employee training courses in the art of dealing with beneficiaries with special needs, and put the employee in a job that does not fit in with the skills and capabilities, which negatively affects their dealings with the beneficiary.

4-a significant differences in the technical side in favor of King Saud University, and no significant differences between the two universities in the human side.
