Abstract EN

The purpose of this study is to explore the role of top management in building the second row leadership at UNRWA, Gaza, through exploring the methods of top management and the reality of building leadership at UNRWA, Gaza.

The researchers used the descriptive analytical approach and data were collected through a questionnaire distributed to a stratified random sample of (390) respondents.

The researchers concluded that there is a role of top management in building the second row leadership at UNRWA, Gaza, by having a plan for its future needs of leaders.

The study also concluded that there are statistically relationship and significant impact of (supporting strategic orientation, supporting organizational culture and forming intellectual capital) on building the second row leadership while there is a statistically relationship but no significant impact of (administrative empowerment).
