Educational reform is the most important step forward adopted by the Algerian state, as is one of the basic necessities in order to keep place with the current reality, internally and externally.
Algeria adopted for this pedagogy of teaching competencies proactive approach to correct the educational situation-based pay based on the evaluation of the learner to despair and failure more than encouragement and taking his hand to the path of success and hamlets.
The approach is characterized by talent strategy promotes educational Court on the basis of integration and the pursuit of forming the personality of the learner, and field configuration by building the actual acquaintances and behavioral based solid.
Thus, the basis of the approach competencies, is to nurture the learner not only to receive the flag and consumption of knowledge contained in the annual program, but this should be a learner - in light of this term - a thinker researcher and producer and creative able to take responsibility, active in his individual and collective.
