Discussion of deaf students' matriculation in Higher Education institutions is fairly recent at the level of research carried out in Arabic.

Therefore, the current study fills a gap and discusses the linguistic abilities for the deaf as an important variable in the higher education for the deaf; especially that many studies have reiterated that deaf students have abilities and orientations that allow them to pursue higher education study.

The current study aims to investigate deaf students' reading comprehension abilities and whether they differ according to school level.

It also investigates writing composition skills for the deaf and whether these skills differ in relation to topic and deafness.

The study sample is composed of two groups.

The first group contains 165 deaf students at the college of Telecom and Information and Hayel Technical College that took the reading comprehension test.

The second group contains deaf and hearing students and contains 112 deaf students at the college of Telecom and Information and Hayel Technical College, and 74 hearing students from the third elementary grade as a control group.

Both took the writing composition treatment The study reached a number of results; some of the most salient are as follows: 1- Results for the reading comprehension levels for deaf students are rated from high to low as follows; direct comprehension, inferential comprehension, critical comprehension, and finally innovative comprehension.

2- There are no statistical difference in reading comprehension levels for deaf students in different school and college levels.

3- Deaf students showed substantial weakness in reading composition skills in both topics assigned; 'the national day' and 'deaf needs' when compared to hearing students at the third grade elementary level 4- The level of deaf students is lower than the hearing third grade elementary level in the writing composition skills
