English Abstract

No place to talk today about the importance of human resources in the implementation of plans, programs, and doing acts, and thence to achieve comprehensive and sustainable development, that by the State and the government or by the institutions, and on this basis human element was considered as the essential engine of any project, whatever was its nature.

This cannot be achieved only thanks to the practice of configuration scientific-oriented practice, to meet the institution's needs and respond to its specificities.

Therefore, in this article we try to highlight the importance of training in the management of human resources, and identify a set of elements that support the configuration, as a key factor in providing skills that will lead acts of the institution in the future, at a time when we are going day by day to build on the knowledge economy
