Abstract EN

Today, human resources management faces major challenges posed by the rapid changes in the institution’s environment, especially the public ones.

Due to these changes, the field of human resources management started to opt for more flexible strategies in order to adapt with current developments .These changes included several aspects of human resources management, from the nature of dealing with the human element as capital to be invested in order to achieve competitive advantages, to try to achieve the desired effectiveness through the rationalization of various human resources management practices.

The aim of this study is to identify the relation and the degree between effectiveness of human resources utilization and the level of performance in the Algerian public sector institutions-from the point of view of managers-, in order to highlight the importance of the process of evaluating the organizational performance and its role in ensuring the survival of organizations and their development in the business environment and adapt them to the latest developments and to address contemporary problems and challenges of the future.
