The aim of this paper is to examine the basic concepts of TQM in higher education as a modern and desirable management style in the current period.

It is a modern philosophy based on a number of innovative and innovative administrative concepts, principles and standards that aim to improve from the Inputs to the processes to the outputs whether at the service or product level with a focus on continuous improvement of all these stages, today’s higher education has become one of the cornerstones of any development and any desired development, which makes t move needed to implement in all its stages.

The paper recognized the accepted standards in this field and found that the application of quality management in institutions of the higher education requires of preparation and acceptance of all beneficiaries as well as the selection of leaders who have the will to change and the dissemination of the culture of quality in the employees of higher educational institutions with emphasis on the continuous improvement of quality.
