In this paper, we review the provincial councils in Jordan, which is a new application of regional administrative decentralization, in terms of the degree of administrative independence it has achieved in light of the method used hi forming these councils.

The method of formation is an important criterion hi determining the administrative independence granted to the units Regional administrative decentralization.
