Abstract EN

Through our studies, we aim to illustrate the role of university in training the human resource and that within the framework of searching the effectiveness of L M D System in providing human outcomes that are capable to deal with the electronic environment due to the role of higher education institutions in building human capital and to ascertain that it copes with the challenges that face it and the challenges imposed by reality, specially under the dynamic that the technological field knew, concerning the information processing, relying on the increasing and intensive use, and the conversion of marketing and accounting and other process to electronic business, dependent on the rules of analytical approach with the focus on the legal aspect in which the State of Algeria adopted the L M D System in order to enforce the role of university and benefit from the international experiences which have had an experience in the system.

As a conclusion to our study, we reach many results the most importantly that the Algerian University although the long time application of L M D System, but it doesn 't achieve its objectives and that led to many obstacles.

In return, there are several aspects that highlight the effectiveness of L M D System mainly to link the academic study with the field study and the prominence of Digital University's features( e- portals – National system of Digital Certificate – distance education- electronic publishing….
