Technology is at present a indicator of progress in civilization, but developing countries suffer from the technological gap compared to developed countries, and we find that the human element has a prominent role in reducing the gap and enable technology transfer and resettlement.

The purpose of this paper is to highlight the importance of investment in human capital in the transfer of knowledge and technology by addressing the various methods of technology transfer, how to adapt and localize technology and the contribution of the human element in the transfer of knowledge and technology.
